Can I have a Viva.com account without having a Sort Code?

Yes, you can have a fully functional Viva.com account without an IBAN designator. Your account will support outgoing bank transfers, and you can still transfer money through your accounts as normal.

Does the charge apply to the account or per Account Number?

The charge applies per IBAN. A merchant can have more than one IBAN (Account Number) associated with their account.

Will a merchant be able to deactivate the Account Number subscription?

Yes, a merchant will be able to deactivate the Account Number subscription, and it will take effect at the end of the billing period.
